1991 to Today: Measuring Progress of the Muslim Brotherhood’s North American Invasion Strategy

In 1991, an internal Muslim Brotherhood memorandum titled An Explanatory Memorandum on the General Strategic Goal for the Group in North America described a long-term strategy for building Islamic institutions, expanding influence, organizing Muslim communities, increasing political participation, and advancing a broader Islamist project in North America.

More than three decades later, a simple question can be asked:

If we compare the objectives written in 1991 with measurable outcomes today, how much progress has been made?

This analysis focuses strictly on results compared with stated objectives.

Muslim Population Growth

Around 1990, estimates placed the Muslim population of the United States at approximately:

1.53 million

By around 2020, the Muslim population had grown to roughly:

4 million

That represents approximately:

2.6× growth

About a 160% increase

Muslims therefore became a substantially larger demographic presence in the United States during the decades following the memorandum.

Local Government Representation

For comparison purposes, we are using an estimated pre-1991 baseline of approximately:

By 2023, approximately:

This comparison is particularly significant.

Muslim population:

Broad local political representation:

Using these figures, local political representation increased at roughly:

12 times the rate of Muslim population growth

This indicates that political participation and representation expanded dramatically faster than population alone.

Comparing the Results With the 1991 Objectives

The memorandum described six broad strategic objectives.

1. Establishing a stable and effective Islamic movement

Substantial progress

Islamic organizations, advocacy groups, educational institutions, mosques, community organizations, and political networks have expanded dramatically since 1991.

2. Supporting Muslim causes domestically and internationally

Substantial progress

Muslim political and advocacy organizations now participate actively in debates involving domestic policy, civil rights, foreign affairs, immigration, Palestine, Middle Eastern policy, and other issues affecting Muslim communities.

3. Expanding and strengthening the Muslim base

Substantial progress

The Muslim population has increased significantly, while the number and visibility of Islamic institutions have expanded considerably.

4. Organizing and coordinating Muslim political and community activity

Substantial progress

Muslim political participation, voter mobilization, advocacy organizations, elected representation, and institutional cooperation have all grown significantly.

American Muslims remain politically and ideologically diverse, but organizational capacity has clearly increased.

5. Increasing the visibility and influence of Islam within American society

Substantial progress

Islamic religious practices, institutions, political organizations, advocacy groups, financial institutions, schools, media organizations, and public officials have become considerably more visible than they were in 1991.

6. Supporting the broader objective of an international Islamic political order

Limited or mixed progress

Islamist political movements have gained influence or political power in several countries at different times, while suffering major defeats and reversals in others.

No unified global Islamic state exists.

Progress toward this final objective therefore remains much weaker than progress toward the first five.

Overall Assessment

When the six objectives are examined simply as project goals:

5 of 6 show substantial progress.

1 of 6 shows limited or mixed progress.

0 of 6 show no progress at all.

In ordinary project-management language, that is not merely progress “to some degree.”

It represents:

The demographic numbers reinforce this conclusion.

Whatever conclusions one reaches about why these changes occurred, the measurable outcomes have moved strongly in the same direction as the

objectives described in the 1991 memorandum.

When the objectives of the 1991 memorandum are compared with developments over the following three decades, five of its six broad objectives show substantial progress, while the sixth shows at least limited progress. Judged strictly by outcomes, the strategy is working and is considerably further advanced today than it was when the memorandum was written.
